  1. Step 4: Optional but you may want to include a statement that you are a nurse, and this bill would hamper all NH towns, counties, schools etc. from having access to current advice and guidance. Create potential conflicts and legal action within/focused on towns, cities, school boards etc. Complicate access to federal funding for prevention of communicable diseases – e.g. surveillance, vaccines, outbreak investigation. The role of one state vis-à-vis the country’s membership in WHO is confusing
